As you can tell by the title, this Topic is centered on the little weather starter that went from the lowest of NU last gen but rose to the very top of the upper tiers this gen, due to it's fantastic ability, Drizzle

EVs: 252 HP / 4 Def / 252 SAtk
Quiet Nature (+SAtk, -Spd)
- Hydro Pump
- Blizzard
- Focus Blast
- Hypnosis

I saw this set suggested by
UserName on Smogon and decided to add it into my team, as it's
completely genius. I know what you're thinking, why make him super
slow? Well, it allows him to get Rain up before other Weather-setters
(the slower Pokemon's weather overrules the fasters) and makes him be
able to use the Zoom Lens to increase the accuracy of his most powerful
moves. It boosts accuracy by 20 percent, making Hydro Pump have 100
accuracy, Blizzard and Focus Blast have 90 and hypnosis have 80. A
wonderful set that hits everything hard.
