Who's That Pokemon

Here's how this game works: Every third day I will upload an image of part of a pokemon. You're job is to guess who's that pokemon!
There will be 2 teams: Team Aqua and Team Magma. If your username starts with #0-9 to L, you are part of Team Aqua. If your username starts with M-Any Symbol(@,>,),",etc.), you are on Team Magma. To get the point, you must be the first person to post the correct pokemon. The first puzzle each month will be a riddle(as this one will be). Every preceding one will be a picture. **!!Be Warned: I could have done anything to the picture(Inverted Colors, Flipped It, Skewed It, etc.) so it will be quite challenging. So without further ado, whatever "ado" means, here is the riddle:

Hydrogen is the main part of Water. So the pokemon is weak to water
